My queue is "Busy" at only 11?

Someone I was trading with told me when they tried to enter my queue they got Busy at 11.  I instructed them to Enter Remote Queue, and all was fine and dandy.
But...am I supposed to be giving people the Busy signal at only number 11?

Hi Java Bean,

What happens is this.. I am a user and my Auto Enter Que settings are the WinMX default of 10.  When you have 10 in que and my settings are this way your client will tell me that by saying Busy.  There is nothing you can do to change this for them.. they need to set their Auto Enter Que settings to a more reasonable number like 50 or even higher.

So basically the answer is yes your going to report as busy to folks that have not adjusted their settings from default, and its not your fault...
