I have to ask why the government is prepared to allow such a monopoly of a network, after all its going to take considerable investment to deliver services and infrastructure for the network anyway and competition is great in allowing economies of scale in equipment manufacture that benefits all in the long run, unless of course you view conumers as "cows" to be milked by a monopoly concern that answers to nobody and can abuse their position to ignore calls for any change..
