upload connection refused

A friend who I've downloaded from, and who has uploaded from me, is now coming up with connection refused when he tries to upload from me. Any one got any idea how I can prevent it from happening????? He's always been kind and it's harsh to see his connection to me refused time and again.

Yes, everyone else, or almost everyone else has no trouble uploading

that would indicate a problem with their end, do they have problems with uploads/downloads to/from others?

Not that I know of, I have been having problems communicating with him too. But not with any others
