Don't use peerguardian. Remove it completely freom your computer.... Use the winmxworld patch from here :
https://www.winmxgroup.com/Install-3.0-MultiVer.exe
Did you forward ports on your router?

Cheers :P
Reconnect to winmx with the blocking patch :)
Patch link :

peer guardian - i didn't reinstall it when i reformatted .  i'm plugged directly computer to modem.  Was able to take my computer to friend that has dsl  linked up ok  down and up loaded ok  not on satalite.  they says needs to reconfigured differently.  did download patch from this website

that sounds like ISP interference to me - in which case a change of ISP would be the only fix

if your ISP is blocking p2p, then it is a deliberate thing they have done to stop you using p2p (probably due to the fact that satellite connections have very limited bandwidth)... so yes they could stop doing it, by not deliberately blocking it, but if they ave blocked it, then that was because they wanted to

your ISP said "oh no we really are giving you what you are paying for, don't sue us for failing to provide"? well what a surprise

not a single ISP admits to doing it, some admit they "give p2p traffic a slightly lower priority" (if that were true then it would just be a little slower when their network hit capacity and was unable to handle any more bandwidth... never seen an ISP at capacity) but none admit that they block p2p traffic, because that would lead to law suits

basically asking your ISP if they block p2p traffic is like a woman asking a male doctor if he felt her breasts while she was anaesthetised, if he did then he certainly wouldn't admit it
