are you using the latest patch from here ?
https://www.winmxworld.com/tutorials/connection.html

if not delete your existing and reinstall from the above link
also what isp / connection are you using? as some block or throttle at certain times & some routers/modems need port forwarding check these links out
https://www.winmxworld.com/tutorials/routers_info.html
https://www.winmxworld.com/tutorials/port_forwarding.html

something else that could be blocking it could be your firewall (providing you are using one)
so try turning off and see if that makes any diffrence...if so re allow the rules for winmx and restart your firewall
one more thing just check if you have a external firewall eg norton/mcafee/avg that you dont also have the windows xp firewall turned on also as this will also cause conflicts(becides 2 firewalls is totaly unnessary anyway and a waste of time)
check ot the firewall link below

firewalls down patch applied -that's when winmx started acting flaky- right now i'm trading with a dsl user he's giving 1.24 and getting 24.8 from me this is typical and quite annoying

Are you saying on transfers window... in uploads section, right clicking on a user you don't even see "Bandwidth Priority" or do you mean the feature is just not working?   (not that it ever did work.... not for me anyways lol)

it seems that the only users that are coming through are leeches. that's why i think this is deliberate or selective

to make use of the bandwidth priority feature you must 1st gogo the winmx settings tab expand the +icon next to file transfers  click on bandwidth throttle then set a value in the limit incomming ans limit outgoing bandwidth field and make sure  both feilds are ticked {you may also need to have a play with these values and generally it is only your outgoing bandwidht you need to throttle the general consensus seems to be to set to about 80% of free bandwidht available tho some ppl will use more or less for personal reasons} by lowering your upload speed this way  you may possibly get a better d/l speed,,good luck

the only users i'm getting equitable transfer rates from are other cable users. the dsl users take much more than they are giving often i'm below 0 while the dslers are usually in the 20s and 30s

As a WinMx user going on 3 years I'm so ashamed of myself. I needed to tick the boxes Duh! the problem to be addressed now is the connection issue and the dsl speed hogging which is still hard to control even with the throttle controls active. Thanks for the tick reminder though

now the problem is if i go fast the dsl user goes to 0 and if i raise him at all i go to 0 there seems to be no middle ground

Axron,

First of all I can only think of a few reasons anyone would want to limit 'Incoming' Bandwidth so and you've not described anything thus far to make me think you need to do that.  So untick that completely.
Secondly could you please visit this page with everything off except that page, including WinMX.  Let this page test your speeds then recommend settings for limiting Outgoing.

https://www.winmxworld.com/scripts/bandwidth/

Once you've set this to the recommended speeds see how you do for a few days.
