Filtering fake files flooders

Is there a list of IPs that are blocked?  I believe such should be public.  Wasn't there some bruhaha over at methlabs recently because someone was putting his personal 'enemies' on the official PG2 block lists?

You can find our block list we are asking folks to add here... its updated daily and its completely public

if you are really paranoid, it actually downloads the file from https://www.winmxgroup.com/block_list.txt - however the file is really located at https://www.winmxworld.com/files/block_list.txt but the server reads the same source file for both URLs

...otherwise someone would no doubt say "no it doesn't, it uses another URL"
