I  bet they dont enforce these plans as they would stand to loose millions in lost revenue &  cancelled contracts due to any number of privacy issues breaking there terms of service to their customers ..... as for slowing connection... they do anyway at peak times so no difference there lol.........

It actually came in the main headlines on BBC international...
How far this actually works remains to be seen.

the only thing that will happen is that kids will start using software to hide their searches/downloads/etc.
