It seems some of the Trackers available to those using the pirate bay have had less that helpful purposes, some have been operated by "anti-piracy" groups as they label themselves.

These changes will improve the trackers’ performance, and increase ’security’ for its users.
The Pirate Bay currently has 13 servers dedicated to the tracker, and another 14 servers for the website itself. Yesterday, the tracker broke a new record, with close to 18 million active users on “TV-torrent Tuesday“, and at the current rate, they will be tracking 20 million peers a few weeks from now.
One has to wonder if some of those multi tracker torrents have been responsible for inflating the traffic levels artificially especially as they have been trumpeting a lot about those figures recently.
